Phil is the Land Contamination Manager in the Environment Agency’s Environment and Business Directorate. He provides strategic leadership and manages delivery across several high-profile work areas related to urban and rural land including contaminated land, abandoned mines and spreading material, including sewage sludge, to agricultural land. Phil is a Chartered Environmental Health Practitioner with over 35 years’ experience working as a regulator firstly with Sheffield City Council as an Environmental Health Officer before joining the Environment Agency to head up the EA’s contaminated land programme in 2002. After dealing with legacy contamination for over 20 years sites, Phil stepped up into the Land Contamination Manager role in April this year and leads a team of 20 advisors working on land and contamination management. Phil is a member of the EA’s Agriculture and Land Management team who lead on strategy, guidance, regulation and enforcement for agriculture and land management.
