PFAS in biosolids: from global risk assessments to UK regulatory reality

Per- and polyfluoroalkyl substances (PFAS) represent one of the most pressing emerging challenges for biosolids management in the UK. With over 80% of UK biosolids recycled to agricultural land, the land application pathway presents a significant and growing route for PFAS to enter the food chain, soil, and groundwater — yet biosolids-specific regulatory expectations remain undefined and rapidly evolving. This paper draws on the UK Parliament Environmental Audit Committee’s landmark PFAS report (April 2026), the UK Government’s first PFAS Plan (February 2026), Ofwat’s PR24 determinations and Innovation Fund investments, and a global review of risk assessment frameworks to critically examine the current landscape and its implications for utilities and consultants. Key themes include: the limitations of existing risk assessment methodologies; fragmented regulation across exposure pathways; UK-EU REACH divergence and its downstream effects on biosolids quality; and the role of upstream source control as the most tractable near-term intervention. The paper proposes a practical, risk-based decision framework to help the sector act responsibly ahead of statutory limits — adopting least-regret strategies that remain robust across multiple regulatory outcomes.
